You should probably tweak permissions for Admins so that they can confirm users, as the Bureaucrats won't always be around. User:PirateGolem666 asked Perry to be confirmed and I wouldn't want users to rely on the Bureaucrats confirming them, so I believe allowing Admins will fix the potential issue.
